How we know a worker came from you

Your organization gets its own link. It goes on your flyers, your posters, your QR codes, your text messages.
Anyone who arrives through it is counted toward your organization. The worker is never asked who sent them and never identifies themselves. No form, no code to type, no extra step at the moment they are already stressed.
It answers the question outreach never answers: did the flyer work.

Topic names come from the same 29-category set PASTOR uses internally, aligned to OSHA standard naming.
Two kinds of small numbers
Most topics under ten workers are suppressed entirely. Not rounded, not estimated, not shown. Three wage questions at one site tells a supervisor which crew and possibly which person. The count is worth less than the risk.
Critical hazards are different. Confined space kills — and most confined space deaths are the people who go in after the first one. Trenching kills in seconds. Those are not findings that should sit in a drawer for a quarter waiting to clear a threshold.
So for critical hazards we report presence, not count. You see that it is active. You never see how many, and you never see where beyond the state.
You can act on that. Targeted training, a flyer run, raising it in a standards program, a message to members. None of those require knowing how many or who. The count was never the useful part. The presence was — and presence is far harder to trace back to a person than a number is.
Critical hazards follow OSHA’s Focus Four plus IDLH atmospheres: falls, electrical, caught-in (trenching, lockout/tagout, machine guarding), struck-by (crane and rigging), confined space, hot work, heat illness, and respiratory protection.
Three limits on critical-hazard reporting, always: state level only — never one partner, never one city. Thirty-day lag — the specific situation is past before anyone sees it. Never cross-tabbed with time, city, or partner.

The third level is the long game and PASTOR is not there yet. When it happens, it will be pooled across everyone who uses PASTOR — which is exactly what makes it safe. Nobody can work backward from a statewide number to a person.
Any published figure will say plainly what it is: a description of what PASTOR users asked about, not a survey of all workers. People who use PASTOR had a problem, had a phone, and heard about it from someone. That is not a random sample and we will never present it as one.

There is no paid tier that unlocks more. Not at any price, not for any organization. If a worker ever learns that paying more buys a closer look at them, PASTOR is finished — and it should be.
For employers and contractors

An employer can sponsor access for the workers on their sites. The terms are different, and deliberately so.
A sponsoring employer receives no reporting about their own workers. Not aggregate, not filtered, not summarized. They pay for their people to have access to something independent, and that is the entire transaction.
If an employer received data about the workers they employ, workers would learn it and stop telling the truth. The value of PASTOR to a serious contractor is exactly that it is not theirs.
What it costs

Annual, not monthly. Nonprofits budget by the year, and a single line item is easier to approve and easier to keep than a recurring charge somebody has to defend every quarter.

Ten thousand dollars is the cap. Nobody pays more than that, regardless of size — and every tier receives exactly the same thing. Paying more buys nothing except supporting the work.
First three months at no cost, with the agreement signed up front so the price is known before the trial starts. Cancel any time.
Workers never pay. There is no free tier for workers because there is no paid tier for workers.
If the fee is the reason your organization cannot use PASTOR, say so and we will work something out. That is not a sales line — the point is workers getting help, and a worker center that cannot afford us is exactly the kind of place workers need us.
